You can be there to listen without thinking you can "solve" the problem. You can keep listening even though you may hear the same thing over and over again. You can encourage this person to seek help (therapy, medication, etc...) You can tell them that you are there to be a friend in any capacity at any time. That if they just need someone to be near and not speak, that's fine. Or if they need to be distracted, thats fine too. You can tell them over and over again how much joy they bring to you.
Letting them know you care is always important, I think, but sometimes certain people need to be prodded, or even kicked, back into living their lives instead of being depressed.
It really depends on the person, what they are depressed about and how depressed they are.
